An intense fire heats the air directly above it significantly. This hot air becomes much less dense and rises rapidly, creating a powerful low-pressure area at the base of the fire. Cooler, denser air from the surroundings then rushes in to fill this low-pressure void, creating strong inward winds, sometimes spiraling, which can feed the fire with more oxygen.
